UAE Employment Visa Questions

Can I skip Step 1 (US Dept of State) and go directly to the UAE Embassy?

No. The UAE Embassy will only attest a document that already carries the US Dept of State apostille. If you present the raw FBI Identity History Summary without the apostille, it will be rejected outright. The chain must go in order: US Dept of State → UAE Embassy (VFS Global) → UAE MOFA.

Has the UAE joined the Hague Apostille Convention?

No. The UAE is not a Contracting Party to the Apostille Convention, so an apostille alone has no legal effect there and the full attestation chain still applies. This gets confused because the UAE did join the HCCH — the organisation that administers the Hague conventions — and joining the organisation is not the same as acceding to this particular convention. Check the HCCH status table for Convention No. 12 if you see a claim otherwise; the UAE is not on it.

Can Veritas handle Step 2 (UAE Embassy) and Step 3 (UAE MOFA)?

Step 1 (US Dept of State apostille) — yes, this is our core service. Step 2 (UAE Embassy/VFS Global in Washington DC) — we may be able to coordinate through our DC network; ask us on WhatsApp. Step 3 (UAE MOFA digital verification) — this is done in UAE and is typically handled by your employer or a UAE PRO. We don't cover Step 3 directly.

How long does the complete chain take?

My UAE employer says they just need 'attestation'. Is that the same as apostille?

Not exactly. For a US-issued document going to a non-Hague country (historically UAE's situation), attestation is the chain process (embassy + MOFA). For documents going to Hague member countries, apostille is the Hague-specific certificate. Ask your employer/PRO exactly which government authorities in UAE need to verify the document. That will tell you which steps are required.
