The Pennsylvania Quirk Worth Knowing
Pennsylvania splits its offices in an unusual way: birth certificates are issued from New Castle in the west of the state, while the apostille is attached in Harrisburg. The Harrisburg office handles documents in the same visit, but that visit has to be booked — it is an appointment system, not a walk-up counter.
Philadelphia, Pittsburgh and the Lehigh Valley account for most Pennsylvania births in our OCI workload. The state is efficient once you are in the door, but the New Castle to Harrisburg split adds an internal leg that a family coordinating this from India cannot easily manage themselves.
