The Ministry of External Affairs now requires an apostilled US Birth Certificate for OCI applications for US-born children of Indian-origin parents. Previously, a plain certified copy was accepted. This applies to both new OCI applications and renewals where the US birth certificate is used as a primary document.

Two Rules That Cause Most OCI Document Rejections
1. Physical apostille only — no e-apostille
VFS Global states it plainly: "E-apostille on the full version birth certificate is not accepted, physical paper based apostille is required."Several US states now issue e-apostilles by default, so the paper version has to be requested explicitly.
And what you hand in at VFS is a self-attested photocopy — you keep the apostilled original.
2. The apostille comes from the issuing authority
A birth certificate is a state record — apostilled in Sacramento, Austin, Trenton or Albany, never Washington DC. An FBI PCC or naturalization certificate is federal — Washington DC only.

Obtain the document (if you don't already have it)
For FBI PCC: apply directly through the FBI CJIS Division online. The FBI typically takes 3–4 months to mail you the background check. For US birth certificates: order a certified copy from the vital records office of the state where the birth occurred. Veritas Apostille Services can guide you through this process.
